Maryland Public Behavioral Health System
The Maryland Public Behavioral Health System (PBHS) is comprised of the Maryland Department of Health (MDH), the Medicaid Office of Behavioral Health Services and the Behavioral Health Administration. These three offices are responsible for deciding how to use resources, enhancing access to services and the promotion of best practices.
Carelon Behavioral Health (Carelon) helps manage this system. Our shared goal is to make the state’s public behavioral health program and Medicaid program even better.
The system offers many mental health and substance use disorder services, like inpatient and outpatient care, residential treatment for children and teens, and partial hospitalization. Most of these services are covered through Medicaid.
Carelon Behavioral Health
Carelon is committed to improving behavioral health services for Maryland’s Medicaid participants, making it easier for people in need of behavioral health services to get the right care, at the right time, and in the right setting. The goal is to create a better, more coordinated system of community-based behavioral health services and support. This will be done by:
- Supporting recovery and access to community services, ensuring quality care to avoid unnecessary restrictive settings
- Enhancing communication and collaboration within the behavioral health system and with the medical community to improve care coordination
- Improving access to and quality of the network
- Recruiting and keeping both traditional and non-traditional providers
This partnership involves everyone — citizens, state agencies, local service areas, and a statewide delivery system. It’s a team effort between those who use services and those who provide them. Our shared vision relies on our determination to keep making changes, focusing on recovery and resiliency, evaluating their impact, and making more improvements.
